It's a matter of security. In any normal prison the criminals would be cuffed and caged. The most dangerous ones rendered immobile in pods or time loops. Merely having their abilities limited and otherwise given near-total freedom is quite lenient. Foolishly lenient, given how many murders there are here even with the inmates' abilities suppressed.

[Although Narvin makes a fuss when it's *his* powers taken away.]
