I can understand why certain people have their abilities suppressed. For example, there's one inmate here who got his powers back during a port and used them to kill dozens of innocent people, and there are some people on board who don't know how to control their abilities, which runs the risk of hurting themselves as well as others, so introducing them gradually to give them time to learn how to control them makes the process a little smoother. But for those who do have control and know better than to use their gifts as a weapon, I honestly don't see the point in keeping them away from what's rightfully theirs.
